While presenting the speech at the conference devoted to the first anniversary of the Supreme Court, Regis Brillat expressed congratulations on behalf of the Secretary General of the Council of Europe, who underlined the achievements of the Supreme Court.
Particularly, he noted that the key achievements of the reform are represented by the depoliticization of the procedure of appointment and dismissal of judges, complete exclusion of the Parliament from these procedures, transformation of the four-level judicial system into the three-level one chaired by the SC, renewal of the cassation function of the SC, change to principles and grounds for formation of the High Council of Justice and provision of the HCJ with relevant functions for ensuring the independence of judges, as well as cancellation of 5-year probationary period for judges.
“We support the Supreme Court in terms of the development and upgrading the activity it presently performs. We look into future and realize that it is necessary to continue amending the legislation to make sure that the reform is proceeding as planned”, – he remarked.
According to Regis Brillat, reformation of advocacy is the next necessary step. Special Adviser of the Secretary General of the Council of Europe emphasized that we strive to achieve a unified marker of the success of the justice sector reform – social trust to the judicial system.
Regis Brillat underlined that while holding the reform it is important to observe three fundamental principles of the Council of Europe: democracy, rule of law, human rights.
