A modern state governed by the rule of law cannot exist without notaries – President of the Supreme Court Stanislav Kravchenko

On 2 September 2026, the Notarial Chamber of Ukraine held a ceremonial event to mark the professional holiday – Notary Day. During the event, addresses of congratulations were delivered to representatives of the notarial profession by the President of the Supreme Court, Stanislav Kravchenko; the Minister of Justice of Ukraine, Denys Maslov; the President of the Notarial Chamber of Ukraine, Volodymyr Marchenko; the Head of the Kyiv Interregional Department of the Ministry of Justice of Ukraine, Kyrylo Minenko; the President of the Ukrainian Bar Association, Mykola Stetsenko; the Chair of the Association of Private Enforcement Officers of Ukraine, Oksana Rusetska; and a member of the Council of Insolvency Practitioners of Ukraine, Yevhen Lakhnenko.

The President of the Supreme Court, Stanislav Kravchenko, emphasised that Notary Day is a professional holiday for people whose work is, without doubt, a contribution to the development of a state governed by the rule of law and to the protection of the legitimate interests of legal entities and individuals. Without the activity of notaries, there can be no state governed by the rule of law in which order, rather than chaos, prevails. Stanislav Kravchenko also noted the centuries-long history of the formation of the notarial profession and the continuity of legal culture, including on the territory of Ukraine. 

“Today the work of notaries is of particular relevance, and the 10 million notarial acts performed in 2025 represent a high indicator of public trust in this profession,” the President of the Supreme Court stated.

A separate chapter in the history of the notarial profession is its functioning during the full-scale Russian invasion, for in conditions of war it is especially important that all state institutions work in a coordinated manner. Like judges and court staff, representatives of the notarial profession have demonstrated resilience in this critical time for Ukraine and have not ceased their work, Stanislav Kravchenko stressed. On behalf of the entire judicial community, the President of the Supreme Court thanked notaries for their dedication to the profession and noted the advisability of introducing new formats of professional dialogue between judges and notaries.

In his address to the participants of the gathering, the Minister of Justice of Ukraine, Denys Maslov, pointed out that behind the 10 million notarial acts performed “stand millions of people who, at important moments in their lives, turned to notaries with trust”.

Denys Maslov identified the further roll-out of an electronic notarisation system as one of the key areas for developing the notarial profession, aimed at digitalising and streamlining notarial acts and providing notaries with more convenient access to state registers. The Minister of Justice of Ukraine expressed the hope for support from the notarial community in the implementation of such projects.

Congratulations were also read out during the formal proceedings to representatives of the Ukrainian notarial profession from international partners, including the Council of the Notariats of the European Union (CNUE) and the Polish National Council of Notaries.
