President of the Administrative Cassation Court of the Supreme Court delivers a presentation as part of a lecture for judges of the Global South Network (GSN)

President of the Administrative Cassation Court within the Supreme Court Ihor Dashutin outlined the stages of formation and aspects of the activities of the Administrative Cassation Court of the Supreme Court during a public online lecture titled “Deviation from the Rule of Law”. The lecture was delivered by the President of the Supreme Administrative Court of Finland, Kari Kuusiniemi. The event, organized by Leicester Law School, took place as part of a series of lectures for judges of the Global South Network (GSN) – an international interdisciplinary network for knowledge exchange in the social, religious, political, legal, and economic spheres.

The aim of the event was to promote dialogue, knowledge sharing, and best practices in solving global problems, overcoming common challenges, and building institutional capacity.

Ihor Dashutin informed the audience that in 2025 approximately 57,000 cases and materials were received by the Administrative Cassation Court of the Supreme Court, accounting for over 59% of the total incoming cases to the Supreme Court. This trend has remained consistent throughout the functioning of the Supreme Court and demonstrates the significant role of administrative justice in shaping the unity of case law.

As the speaker noted, administrative justice in Ukraine is not only a mechanism for resolving disputes, but also a space where the principle of the rule of law is tested for strength on a daily basis. Today, the Administrative Cassation Court of the Supreme Court is an institution that sets standards for public administration, defines the limits of state discretion, and ensures a balance between the public interest and human rights.

Under the conditions of war and the transformation of European integration processes, administrative justice has become one of the key guarantors of legal stability. According to the President of the Court, it is precisely such professional international dialogues as this expert platform that serve as a key tool not only for exchanging experience, but also for consistently building a common European legal space.

The event brought together judges, staff, and students of Leicester Law School, members of the GSN, academics, and legal practitioners.
