Council of Judges of Ukraine approves Commentary to the Code of Judicial Ethics at Supreme Court meeting

On March 2, 2026, a meeting of the Council of Judges of Ukraine took place at the Supreme Court. One of the items on the agenda was the approval of the Commentary to the Code of Judicial Ethics, the new edition of which was approved by Resolution of the XX Congress of Judges of Ukraine dated September 18, 2024.

During the meeting, the work of the members of the working group who prepared the document was commended.

The working group for the preparation of the Commentary was chaired by a member of the Council of Judges of Ukraine, Judge of the Supreme Court in the Commercial Cassation Court, Yehor Krasnov. During the meeting, he reported on the results of the group's work, outlined the logic of the document's structure, and the approaches underlying its preparation.

Yehor Krasnov informed about the proposals received for the final draft and suggested distinguishing between editorial clarifications and substantive additions that require collegial discussion. In his speech, he emphasized that the Commentary should serve as a practical guide for judges in applying the provisions of the Code of Judicial Ethics and promote a uniform understanding of its norms.

During the discussion, participants paid particular attention, among other things, to the wording regarding conflicts of interest, issues of preventing unlawful influence on a judge, standards of communication by judges (including on social media), as well as the consideration of current case law of the European Court of Human Rights in preparing the Commentary.

Following the vote, the Council of Judges of Ukraine unanimously approved the Commentary to the Code of Judicial Ethics.

The preparation of the Commentary to the Code of Judicial Ethics was carried out with the support of the OSCE Project in Ukraine and its project unit on Democratization and Good Governance, Rule of Law, and Human Rights.
