Judge of the Supreme Court at the Commercial Cassation Court Yehor Krasnov took part in an internship within the framework of the judicial exchange programme implemented by the Network of the Presidents of the Supreme Judicial Courts of the European Union.
Yehor Krasnov was selected to participate in this programme from among judges of the highest courts of European countries. The internship was organised by the Supreme Court of Sweden, which hosted the Supreme Court judge as part of the exchange of experience between the Network's member courts.
During the visit, the judge was introduced to the organisation of the Swedish judiciary, approaches to the administration of justice, internal organisation of judicial activities, as well as the practice of preparing court decisions and selecting cases for consideration by the Supreme Court of Sweden.
In the course of his internship, the judge visited the Supreme Court of Sweden, the Court of Appeal of Sweden, the Stockholm District Court and the Supreme Administrative Court of Sweden. The programme included an introduction to the history and administrative structure of the Supreme Court of Sweden, observation of an oral hearing and a meeting with the Deputy Chief Justice, Supreme Court Judge Stefan Johansson, who spoke about the system of distribution of powers between judges, law clerks and administrative staff and described the criteria for selecting cases for consideration.
Yehor Krasnov also learned more about the organisation of the Court of Appeal, the stages of the case process, the use of information technology in the judicial process, and approaches to drafting court decisions. The department responsible for drafting judgments at the Supreme Court of Sweden was presented by the Head of Drafting Division Anders Hübinette.
The judge took part in internal meetings of the Supreme Court of Sweden, during which judges agree on legal positions before making a decision, and got acquainted with the peculiarities of proceedings in the Supreme Administrative Court of Sweden. In addition, he had a meeting with law clerks and judges' assistants to discuss methods of analytical work, the structure of legal opinions and interaction between judges and the court's analytical unit.
Following the internship, Yehor Krasnov pointed out the effectiveness of the organisational model of the Supreme Court of Sweden, including the rational distribution of tasks between judges and law clerks, the principle of selectivity of cases for cassation review, conciseness and clarity of the structure of court decisions, as well as collegial discussions that ensure consistency of legal positions. The high level of administrative efficiency, openness and transparency in the court's work, and readiness for international exchange of experience, in his opinion, would be useful to introduce into the Ukrainian judicial system.
Participation in the internship contributed to professional development, establishment of international contacts and deepening of cooperation between the highest courts of Europe, which is especially important in the implementation of Ukraine's European integration aspirations.
