The Supreme Court signed a Memorandum of Intent on the implementation of a project for the digitalization of the judicial system in Ukraine

27 october 2025, 13:42

The national judicial system has demonstrated exceptional resilience in the face of challenges caused by the war. This has been possible, in particular, due to modern information technologies and the active development of judicial digitalization. Moreover, the introduction of electronic services in the work of courts is an important element of Ukraine’s progress toward European integration.

This was emphasized by the President of the Supreme Court, Stanislav Kravchenko, during an event dedicated to the signing of a Memorandum providing for the implementation of a project by the Laboratory of Legislative Initiatives and the Swedish International Development Cooperation Agency (Sida) on the digitalization of the judicial system in Ukraine.

This project is an important part of fulfilling the tasks set out in the Rule of Law Roadmap and the Ukraine Facility Plan 2024–2027, and is aimed at strengthening the capacity of the judiciary and constitutional justice through the digitalization of internal processes. It is expected that the project’s solutions will later be extended to courts of first and appellate instances, as well as to higher specialized courts, contributing to the comprehensive modernization of the entire judicial system.

Within this process, the Supreme Court intends to significantly modernize its case management system, using advanced technologies to support the exercise of justice by the Supreme Court.

The Memorandum was signed under the auspices and in the personal presence of Sida Director-General Jakob Granit. On behalf of the judicial authorities, the document was signed by the President of the Supreme Court Stanislav Kravchenko, the Chair of the High Council of Justice Hryhorii Usyk, the Chair of the High Qualification Commission of Judges of Ukraine Andrii Pasichnyk, and Judge of the Constitutional Court of Ukraine Oleksandr Vodiannikov. On behalf of the Laboratory of Legislative Initiatives, the Memorandum was signed by LLI Executive Director Svitlana Matviienko.
