Oleksandra Yanovska, a judge at the Criminal Cassation Court within the Supreme Court, attended the 42th plenary meeting of the European Commission for the Efficiency of Justice (CEPEJ) as a member from Ukraine. At the meeting, held in Strasbourg (France), the participants discussed the development of the EU judicial systems, the prospects for the introduction of artificial intelligence technologies for the administration of justice and the possibility of optimising the work of courts in general.
During the meeting, the representatives of the delegations informed the CEPEJ members about significant events that had an impact on the judicial systems of their countries. The CEPEJ's activities for 2024 were also presented in the form of a report, along with an overview of the achievements of a number of working groups. The implementation of cyber justice in the EU judicial system was given particular attention, with a focus on the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law. In addition, they discussed the continued implementation of the CEPEJ Ethical Charter on the use of artificial intelligence in the judiciary and its environment by conducting pilot evaluations of certain AI tools and the possibility of using digital tools to publish and disseminate case law on the Internet. The risks of using AI in the legal sector were also discussed.
The participants of the meeting outlined the main areas of further work to improve the quality of justice, emphasising the importance of optimising and reducing the time for consideration of cases in courts. To achieve this goal, it is envisaged to use tools to create a system for identifying cases and develop a checklist for organising time in the prosecution service.
