Supreme Court judges familiarised themselves with the case law of the European courts on the execution of judgments of the European Court of Human Rights

The delegation of the Supreme Court participated in the International Conference "The Role of the Judiciary in Execution of Judgments of the European Court of Human Rights", held in Riga within the framework of the Latvian Presidency of the Committee of Ministers of the Council of Europe. The delegation included judges of the Supreme Court in the Administrative Cassation Court Myroslava Bilak and Nataliia Kovalenko, as well as Artem Nikolaienko, Chief Specialist of the Supreme Court's International Legal Cooperation Division. The event was held with the participation of the presidents and judges of the Constitutional Court and the Supreme Court of Latvia, the President of the European Court of Human Rights, presidents and judges of the constitutional and supreme courts of the European Union. Representatives of international organisations and academics from leading international universities were also invited. 

During the conference, which consisted of a plenary session and two panel discussions, participants discussed the importance of implementing ECHR judgments as a guarantee of the European rule of law. They analysed the impact of national constitutional peculiarities on the implementation of ECHR judgments and addressed the issue of institutional dialogue between the European Court of Human Rights and the Committee of Ministers on the implementation of the Court's judgments.

Much attention was given to res judicata and the reopening of proceedings following ECHR judgments, the monitoring of national measures to implement ECHR judgments and possible challenges to the implementation of ECHR judgments.

As part of the visit, the Ukrainian delegation also met with Veronika Krūmiņa, Chairman of the Department of Administrative Cases of the Supreme Court of Latvia, and Jānis Pleps, judge of the Department. The judges familiarised themselves with the work of this court and its case law on administrative cases. During the meeting, the Latvian judges spoke about cassation filters and pilot cases that facilitate the consideration of administrative cases. They also discussed the application of international and European Union law in administrative cases.

The international conference was organised by the Constitutional Court of Latvia and the Supreme Court of Latvia.
