Decree No. 359/2023 of the President of Ukraine of 30 June 2023 implements the Decision of the National Security and Defense Council of Ukraine of 23 June 2023 "On Accelerating the Judicial Reform and Combating Corruption in the Judiciary", by which the NSDC addresses the subjects of legislative initiative on the need to consider amendments to the legislation.
The Supreme Court is aware of the weighty reasons behind this Decision of the National Security and Defense Council and the Head of State and recognises the need to take decisive steps to eradicate corruption from all branches and levels of state power.
We support the introduction of urgent measures to restore confidence in the judiciary and other state institutions and to accelerate Ukraine's European and Euro-Atlantic integration.
The judges of the Supreme Court express their readiness to implement initiatives aimed at restoring confidence, but at the same time they point out that such initiatives should be carried out in compliance with the principle of judicial independence and should not destabilise the work of the Supreme Court.
The Supreme Court is open to dialogue in order to develop concrete steps for the implementation of the Presidential Decree that are in line with the rule of law and international standards.
