Stanislav Kravchenko, President of the Criminal Cassation Court of the Supreme Court, participated in the International Scientific and Practical Conference on "Anti-corruption agencies: problems of formation, development and cooperation".
The online event that was organised by the National University "Odessa Law Academy", took place on 9 April 2021.
Stanislav Kravchenko spoke on the role of the Criminal Cassation Court of the Supreme Court in combating corruption. According to him, the Supreme Court was aware of the importance to establish a new institution and the need to stimulate this process when the decision to establish the High Anti-Corruption Court (HACC) has been made. Therefore, the meeting of the judges of the CrimCC of the Supreme Court decided to launch specialisation in a particular category of cases.
"Unlike the HACC that hears cases, which were investigated and filed with the court by the National Anti-Corruption Bureau of Ukraine and the Specialised Anti-Corruption Prosecutor's Office, we took a slightly different approach and established the Specialised Judicial Chamber of the CrimCC SC that hears criminal proceedings concerning all corruption offences. This is due to the necessity to ensure coherence of the case law and develop equal approaches in the activity of all the law enforcement agencies",- said the President of the CrimCC SC.
The Criminal Cassation Court of the Supreme Court is seeking to analyze the existing case law and identify today’s relevant approaches, as well as to develop new positions on a number of long-standing controversial issues (from the qualification of crimes to sentencing) by invoking such instruments of ensuring the coherent case law as decisions of the Joint Chamber and of the Grand Chamber of the Supreme Court.
"The establishment of the system of anti-corruption agencies in Ukraine is a certainty. As of today, our main task is to analyze what problematic issues can be resolved through the case law, and what issues require a lawmaker’s assistance", - underlined Stanislav Kravchenko.
