Last Year the SC Considered 93.5 Thousand Cases, During Three Years of Its Operation – 286 Thousand

Valentyna Danishevska, the President of the Supreme Court, informed about it on 12 February 2021 at the session of the Plenum of the Supreme Court. At this session the judges summed up the activity of the Supreme Court in the last year, outlined trends and new approaches to solving problems regarding the uniformity of case-law, as well as set goals for 2021.

The President of the Supreme Court Valentyna Danishevska remarked that in 2020 the Court had received 79 thousand cases for consideration; the number of applications was consistently high, the demand for application to the highest court was not decreasing.

The number of cases of civil and commercial jurisdiction decreased slightly – by 19% and 28% respectively. In the criminal jurisdiction, the amount of received cases increased by 5%. This number in the administrative jurisdiction is currently at the level of 2019, but in 2019 the number of applications to the Administrative Cassation Court increased sharply, and the court received almost 30% more cases than in 2018.

The SC President also emphasized that in total, within three years the Supreme Court had received almost 330 thousand cases, amongst which the Court had considered 286 thousand. Concerning pending cases, as of 1 January 2021 this number was 34 thousand cases (as of 1 January 2020 there were 53 thousand cases).

“Therefore, within the year we have reduced the number of pending cases by almost 20 thousand cases. I hope that 2021 will be the last year when we talk about this issue, and then it will be only about the cases under consideration”, – Valentyna Danishevska told.

The SC President also informed about the trends of case-law: due to certain positions of the Supreme Court, new horizons opened up before Ukrainian legal system, and the perception of the principles of law rose to a higher level.

According to Valentyna Danishevska, in 2020 the Supreme Court continued the active development of such activities as informing judges about the case-law of the ECtHR and the Supreme Court. 112 digests and reviews were published last year. This promotes understanding of the legal positions expressed by the Supreme Court in order to ensure the uniformity of case-law.

The SC President remarked that over the last three years, the confidence indicator had been steadily increasing, although confidence was not growing rapidly.

“Our goals for 2021 remain unchanged. This is the high quality of the justice administration, the uniformity of case-law and increasing the trust of citizens. The fact that the workload of judges is decreasing slightly will allow us to pay more attention to the quality of judgments and to make people feel: there is a court in our state, and it is ready to listen to everyone”, – Valentyna Danishevska emphasized.
