The High Qualification Commission of Judges has announced a new competition to fill 23 vacant positions at HACC

The goal of the competition is to fill 10 positions in the HACC Appeals Chamber and 13 positions in the HACC as a court of first instance.

The application period opens on 7 July and will run till 6 August 2025..

❗️Important: under the new competition rules, candidates may simultaneously apply for vacancies in both the Appeals Chamber and the first-instance court.

Such candidates will undergo a single competitive procedure, which includes a qualification exam and an interview. Based on the results, the HQCJ will form a unified ranking and recommend the top candidates for appointment to the Appeals Chamber.

Additionally, recent legislative changes have introduced several amendments to the competition process:

  • Candidates who took part in the 2023 competition but did not pass the qualification exam are eligible to reapply.
  • The HQCJ will independently set the passing score for the cognitive ability and Ukrainian statehood history tests (previously, a minimum threshold of 75% was required by law).
  • The follow-up interview for successful candidates after the qualification assessment has been abolished.
