The Ethics Council has adopted all necessary documents to start checking candidates and sitting members of the HCJ

The Ethics Council has adopted Section III of its Rules of Procedure and the Methodology. These documents set out the procedure for assessing compliance of candidates to the position of the member of the High Council of Justice, as well as sitting members of the HCJ with the criteria of professional ethics and integrity.

Today, on December 9, the second session of the Ethics Council took place. According to the agenda, members of the Ethics Council considered documents that would subsequently govern activities of the Council. Members of the Council unanimously supported the decision on adoption of the Rules of Procedure and Methodology for assessing compliance of a candidate to the position of the member of the HCJ and members of the HCJ with the criteria of professional ethics and integrity.

Hence, the Ethics Council is ready to start checking candidates for the position of member of the High Council of Justice. 

While commenting on the decisions taken, Chair of the Ethics Council Lev Kyshakevych pointed out: “We have adopted key documents that regulate our work, i.e. the Rules of Procedure and the Methodology. Now, in line with the law, the Ethics Council may proceed to the first stage of assessing candidates for the position of the HCJ member”. He also added that today 38 cases of candidates would be distributed among members of the Ethics Council and rapporteurs would be assigned to assess each of these candidates. The Chair of the Ethics Council encouraged all who have any information about the candidates to the position of the HCJ member that might be important for assessing their integrity to share this information via the Ethics Council’s webpage at the web portal of the Judiciary of Ukraine  (https://ec.court.gov.ua/ec/) or by sending it to the official email address (ec@court.gov.ua).

In turn, Deputy Chair of the Ethics Council Sir Anthony Hooper emphasized that after adoption of all necessary documents the Council can now start its work. He said: “The Council has done a lot during the month since its creation. We’ve adopted the Rules of Procedure and Methodology. We can now start assessing candidates”. Sir Anthony Hooper also encouraged the public to share any known information about candidates to the position of the HCJ members without delay.

We would like to remind that the first session of the Ethics Council took place on December 1 when the first two sections of the Rules of Procedure were adopted and the Council’s leadership was elected.
